Dutch Health Insurance question !?

I recently found out that everyone living in the Netherlands needs to have health insurance from a dutch insurance company, seeing as the health care system is separated from government. What I need to know is, do Dutch nationals also have to pay the 100EUR + per month for insurance. Is there no free system like in UK or Italy ?

In an earlier question I mentioned that my boyfriend's parents are paying for his 24-year-old sister's health insurance after she got laid off and couldn't find another position and can't afford health care on her own, to the tune of $175 a month (and she's perfectly healthy) and was floored when someone said that was actually inexpensive. Btw, her parents insist on her having health care coverage for fear of her getting in an accident or whatever.
